Export-SCOMEffectiveMonitoringConfiguration cmdlet should ignore commas in description

The PowerShell cmdlet Export-ScomEffectiveMonitoringConfiguration will output a mis-configured CSV file and of the fields in the monitor contain a comma - such as Description (the most likely one). The cmdlet should ignore commas if finds in any fields, so the exported CSV is properly formatted.

The cmdlet should ignore commas it finds in any fields, so the exported CSV is properly formatted.
